Overview
- The Department of the Navy formally created five interim PAEs — Industrial Operations, Marine Corps, Maritime, Strategic Systems Programs, and Undersea — and named Vice Adm. James Downey, Lt. Gen. Eric Austin, Christopher Miller, Vice Adm. Johnny Wolfe, and Vice Adm. Robert Gaucher as their respective leads.
- Officials said PAEs now hold direct authority over program offices plus associated contracting, technical and sustainment functions, replacing layers previously housed at the systems commands.
- Transition teams are working to establish three additional Navy portfolios for aviation, mission systems and munitions by the end of April, with assessments underway for potential shore and supply portfolios.
- Navy leaders said roughly 70% of SYSCOM functions and workforce will realign into PAEs, each supported by a Rapid Capability Cell operating with a digital-first approach to accelerate prototyping and commercial uptake.
- The Space Force announced a second tranche of PAEs for Infrastructure, BMC3I, Satellite Communication and PNT, and Missile Warning and Tracking, bringing six portfolios announced to date as officials map specific programs and plan integration points for emerging areas such as cislunar operations.
