The chief minister told the Assembly the rollout spans two phases under separate departments.

Overview

  • Neiphiu Rio, in a written reply to JD(U) MLA Jwenga Seb, said the state is working to make at least 19 centrally sponsored EMRS functional by next year.
  • Under the earlier phase managed by the Planning Department, Phenshunyu has about 75% physical and over 96% financial progress and Kade has about 60% physical progress with full financial progress, with both expected to finish by next month.
  • New-phase construction led by the Department of Tribal Affairs is underway at Chiechama, Tuli, Pelhang, Vidima, Riphyim and Phelungre, showing roughly 33% to over 60% physical progress with completion targeted by December 2027.
  • The department is also implementing EMRS projects at Watiyim, Longwa, Tening, Longsa, Noklak, Noksen, Akhakhu, Japu, Botsa, Tamlu and Yimjenkimong.
  • In Assembly exchanges on delays, Minister Temjen Imna Along cited design changes, revised central guidelines and the GST transition, noting costs have risen from about Rs 18–22 crore to around Rs 48 crore and cautioning against a firm April 2026 completion pledge.
