Mumbai Enforces New Cleanliness Bylaws With Fines Up to ₹25,000

The citywide rules take effect alongside stepped-up enforcement to bring Mumbai in line with national waste-management standards.

Overview

  • The BMC notified the Solid Waste (Management and Handling), Cleanliness and Sanitation Bylaws, 2025 on February 2, with enforcement beginning February 3 across Mumbai.
  • The schedule covers 21 offences, including ₹250 for spitting, ₹500 for littering, ₹200 for households’ first offence of not segregating waste, and ₹1,000 for bulk generators failing to segregate.
  • Construction and demolition violations draw the highest penalties, with ₹20,000 for unauthorised dumping and ₹25,000 per vehicle for transporting debris without a permit.
  • The rules apply to all waste generators in public and private spaces and mandate source segregation, duties for vendors and bulk generators, and on-site processing for large establishments.
  • Implementation features regular cleanliness drives, appointed enforcement staff reportedly including 246 junior engineers, and seizure of event cleanliness deposits if venues are not cleaned within four hours.
