More Than 3 Million Texans’ Hunting and Fishing License Records Exposed

An ongoing Texas Cyber Command probe follows TPWD’s tightening of access controls with Kroll offering one year of identity monitoring to affected customers.

Overview

  • Texas Cyber Command detected the incident Thursday, June 18, after which the Texas Parks and Wildlife Department said an unnamed third‑party vendor that sells hunting and fishing licenses was breached and customer profile data may have been accessed.
  • TPWD says the breach may have exposed more than 3 million records and that the fields at risk include driver’s license numbers, passport numbers provided by customers, email addresses, phone numbers and home addresses.
  • The agency reported that Social Security numbers, dates of birth and financial information including credit card data were not obtained and that there is no evidence minors were affected.
  • TPWD has tightened access controls, is working with the vendor and is offering one year of free identity and credit monitoring through Kroll with an enrollment deadline of Sept. 14, 2026 and a dedicated support line at 844‑959‑7123.
  • Attribution remains unresolved and reports of a forum listing by a handle called 'w1kkid' claiming to sell the data are unverified; exposed driver’s license and passport numbers raise real identity‑fraud and targeted‑scam risks that customers should guard against by checking credit reports and considering freezes or fraud alerts.
