Overview
- Montgomery County District Attorney Kevin Steele said Thursday that two Lower Merion officers were justified in the Feb. 25 shooting during an arrest attempt.
- As officers moved to arrest Francis Collier outside his Bala Cynwyd home around 3:45 a.m., they heard a gunshot from inside his Jeep and saw a bullet exit the rear window before they returned fire.
- Investigators found Collier in the vehicle with three head wounds, including one that was self-inflicted, and recovered a Sig Sauer pistol in his lap along with two rifles, another handgun and a bulletproof vest.
- Collier, a former part-time Morton officer, had been charged hours earlier with child rape and related offenses after two women reported abuse dating to the early 2000s.
- County detectives reviewed body and dash camera video and interviewed the officers, who cooperated, though officials have not released their names and have not said if any further review will follow.
