Mogherini Quits as College of Europe Rector as EU Prosecutors Press Procurement Probe

The move follows EPPO raids focused on suspected favoritism in an EU diplomatic training contract.

Overview

  • Federica Mogherini resigned by email from the College of Europe, relinquishing the rectorship and her role leading the EU Diplomatic Academy program.
  • The EPPO said Mogherini, Stefano Sannino and Cesare Zegretti were questioned, formally informed of suspected offenses, then released without conditions because they are not considered flight risks.
  • Belgian federal police, acting on an OLAF referral under EPPO coordination, searched EEAS headquarters in Brussels, several College of Europe sites in Bruges and private residences, seizing documents and electronic devices.
  • Allegations under investigation include fraud in public procurement, corruption, conflict of interest and breach of professional secrecy tied to the 2021–2022 Diplomatic Academy tender and a 2022 Bruges property purchase linked to housing requirements.
  • The European Commission lifted Sannino’s immunity to permit access to his devices and he announced he will leave his current Director‑General post, while investigators continue forensic analysis of the seized materials.
