- HF 3865 has not received a hearing and will not move forward in 2026, so current rules for classic and collector plates remain in place.
- The proposal would limit use to club events, parades, tours or similar activities and allow driving only from sunrise to sunset on Saturdays and Sundays.
- The changes would cover vehicles with collector, classic, pioneer, street rod, certain military plates and some vintage motorcycles under Minnesota’s plate programs.
