Minister Refers Marne ASE Assault to Prosecutor as Prosecutor Sets March Juvenile Hearing

Her referral sets up formal reviews of oversight and child safety in the ASE system.

  • A video posted on X shows a 13-year-old struck in the head by a 17-year-old inside an ASE home in Châlons-en-Champagne, with at least two other adolescents recording the scene.
  • Invoking Article 40 of the code of criminal procedure, Health and Families Minister Stéphanie Rist formally notified the public prosecutor, calling the acts particularly grave.
  • Rist also sent an information préoccupante to the Marne departmental council so immediate protective measures for minors could be taken.
  • The Châlons-en-Champagne prosecutor said a teenager was held in custody over assaults on Saturday and Sunday, will be tried in early March in juvenile court, has no prior record, and has been placed in another facility pending a specialized placement.
  • The minister is due to visit the foyer on Thursday, as the Marne department cites heavy psychiatric care needs and limited resources for many of the 14 adolescents housed there.
