Millions Face Deletion From Voter Rolls After SIR Door-to-Door Drive

High urban mobility plus unreturned enumeration forms leave tens of millions flagged as uncollectible with the coming notice and claims period determining final inclusion.

Overview

  • The house-to-house phase of the Election Commission’s Special Intensive Revision ended on August 10, and officials report large shares of enumeration forms were not returned across states.
  • Telangana recorded 78.3% digitisation and about 7.33 million (21.7%) forms as ‘uncollectible’, with Hyderabad the worst hit at roughly 58.9% digitisation and 1.95 million electors flagged.
  • Karnataka reported 100% digitisation but classified 19.7% of electors as ASDDO (Absent, Shifted, Dead, Duplicate and Others) and Maharashtra’s Mumbai areas show ASDD/ASDDO shares up to about 36% in city wards.
  • Draft electoral rolls are due to be published from mid‑August (Telangana on August 17) after which affected voters will receive notices and can file claims or objections using prescribed forms during the statutory window.
  • Political parties and local officials are mobilising legal and outreach measures to protect eligible voters, and the final rolls—published after notice hearings and disposal through October—will determine how many flagged names are ultimately removed, with Andhra Pradesh’s recent large deletions serving as a precedent to watch.
