Overview
- In early July the Ministry of Economy restarted Aportes del Tesoro Nacional (ATN) after about two months without payments, sending $5,000 million to each of five provinces and registering a $5,000 million devengado for Jujuy.
- ATN are a discretionary fund made from 1% of the federal tax coparticipation pool that by law must address emergencies and provincial imbalances, but allocation decisions are handled centrally through the Vicejefatura and have limited public criteria.
- A Politikon Chaco tally shows non-automatic transfers in the first half of July totaled about $32,693 million, with roughly 76% of that amount coming from ATN, making these transfers the main non-automatic flow to provinces in that period.
- The payouts concentrate resources for some provinces: Catamarca received another $5,000 million in July and has accumulated around $32,000 million in ATN since December 2023, while other provinces have also received repeated lump sums.
- Officials delayed other fiscal fixes as a result of legislative stalling, for example ARCA extended the personal tax declaration deadline by one month, and the government’s use of ATN could shape near-term provincial budgets and congressional voting on priority reforms.
