Overview
- On June 30 the Auditoría Superior de la Federación (ASF), led by Aureliano Hernández Palacios Cardel, lodged 21 criminal complaints alleging more than 600 million pesos in possible damage to the public treasury and opened 31 investigation files.
- Congress expanded the ASF’s powers on April 21 to allow investigations and criminal referrals before traditional audit cycles finish, and Hernández reorganized the agency to create specialized intelligence and forensic units.
- The ASF’s first public delivery of the Cuenta Pública 2025 was narrowly focused on federal participations, carrying roughly 32 transfer audits that found recoveries and left 1.4 million pesos pending clarification out of more than 300 billion transferred.
- The agency announced a much larger program of 2,244 audits covering 1,733 entities and direct audits in 1,276 municipalities, and it referred the criminal complaints to the Fiscalía General de la República for potential prosecution.
- Opposition lawmakers and some press outlets have questioned the timing and narrow scope of the initial report and will press for fuller results in the next two deliveries scheduled for October 2026 and February 2027.
