Mexico Unveils Mixed Public-Private Power Scheme to Build 7,500 MW of Renewables by 2030

  • The operating rules were published on January 28 in the Diario Oficial de la Federación, marking a new phase for strategic generation projects.
  • The framework defines scheme types, eligibility criteria, participation modalities, responsibilities, and guiding principles such as efficiency, technical viability, sustainability, transparency, and accountability.
  • Projects will use wind, photovoltaic, solar thermal, and other clean technologies across Mexico’s seven regions, with CFE securing long‑term offtake to support bankability.
  • The program is integrated into the 2026–2030 national infrastructure plan totaling 5.6 trillion pesos, where energy accounts for 54% of planned investment, and officials reaffirmed no transfer of strategic assets.
