Mexico Sets July 1 Cutoff for Unregistered Mobile Lines as CURP Linkage Lags

Analysts warn the mandate could raise access costs for prepaid users.

Overview

  • Mexico’s telecom regulator said 34% of mobile lines are now linked to a user’s CURP, equal to 49,541,262 of 144 million numbers.
  • Lines not registered by June 30 will be disabled from July 1, with service limited to 911, 079, 088, 089 and carrier support, and they can be reactivated after registration.
  • The rule applies to all providers, including MVNOs such as OUI Móvil, and users can register online or at carrier centers with an INE and CURP or get guidance by calling 079.
  • Data-only SIMs and machine-to-machine or internet-of-things lines are exempt because they do not support voice calls or SMS.
  • Progress differs by operator, with the CRT citing 28% at Bait, 29% at AT&T, 16% at Movistar and 19% at Telcel, while The CIU warns the policy could slow new activations and shrink the market.
