Mexico Begins Public Lotteries to Allocate 31,934 Conavi Homes

Supervised in-person tombola draws are being used to allocate limited units to people without access to Infonavit or FOVISSSTE after demand exceeded supply.

  • Authorities scheduled 154 lotteries on December 16–17 across 147 municipalities in 30 states to assign Conavi-built homes under the Vivienda para el Bienestar program.
  • The first draw in Chignahuapan, Puebla selected 139 families after reserving roughly one fifth of units for youth rentals and directly assigning 66 to older adults and people with disabilities from 444 registered families.
  • Applicants were pre-screened to confirm they are not beneficiaries of Infonavit or FOVISSSTE and meet low‑income criteria, with about 161,000 registrations in this initial phase.
  • Each draw is conducted at public assemblies using physical tombolas under the oversight of a Segob interventor and a notary to ensure procedural transparency.
  • Conavi has published validated folio lists and a microsite for participants to check status and assembly details, as Sedatu reports 390,973 homes in construction nationwide, including 81,896 by Conavi and 308,987 by Infonavit.
