Overview
- The Comisión Intersecretarial de Cambio Climático approved the Programa Especial de Cambio Climático 2026–2030 in meetings held late Monday and Tuesday, making it the government’s operational roadmap for the term.
- The program defines five objectives, 30 strategies and 169 lines of action and creates sectoral indicators to track progress in energy, transport, agriculture, industry and land use.
- Officials said the PECC aligns with Mexico’s National Climate Strategy, the National Development Plan and NDC 3.0 and is intended to link targets to budgets and regulatory changes including a reform to the General Law on Climate Change.
- Immediate implementation priorities reviewed by ministers include finalizing AdaptaMX (the national adaptation policy), launching the first phase of the national emissions trading system, advancing a National Electric Mobility Strategy and building a Sustainable Investment Module.
- The program embeds social safeguards such as a just transition, human rights and gender equality and requires annual monitoring and new evaluation staffing at INECC to measure how policy changes will affect communities and government budgets.
