Meta Launches Muse Image and Lets Users Pull Public Instagram Photos Into AI Creations

Default opt-out reuse of public Instagram content raises consent and regulatory questions for Meta.

  • Muse Image, which Meta rolled out on July 7, is now live in the US inside Meta AI and powers image features in Instagram Stories and WhatsApp with Facebook, Messenger and wider rollouts planned.
  • Users can @-mention a public Instagram account in a prompt so Muse Image will reference that account’s publicly posted photos when generating or editing images.
  • Public Instagram accounts are included by default and account holders must toggle a buried “Sharing and reuse” setting to opt out, and Meta says people will not receive notifications if their public content is used.
  • Meta highlights technical capabilities such as self-refinement, multi-reference composition, multi-turn editing and agentic pairing with Muse Spark, and the company plans to open Muse Image to advertisers through Advantage+ creative tools.
  • Privacy groups and users immediately raised concerns about non-consensual image manipulation and biometric risks, prompting scrutiny from regulators in multiple jurisdictions and tying the launch to Meta’s history of privacy controversies.
