Meghalaya Launches Four Flagship Skill Programs to Boost Youth Jobs

The push signals a shift to a state-designed training model backed by the Asian Development Bank.

  • Chief Minister Conrad K. Sangma launched the PROPEL, MEGASKILL, SHIELD and EQUIP schemes at Skillerate 2026 in Shillong on Wednesday.
  • PROPEL carries a Rs 36 crore outlay to help about 21,000 trained youths with startup toolkits, mobility help, salary top-ups, marketing support and links to employers.
  • MEGASKILL will groom competitors from district events up to the WorldSkills stage in Japan in 2028.
  • SHIELD targets training, certification and placement in homecare work, while EQUIP opens skilling routes for people with disabilities and other vulnerable groups.
  • The government says it is moving to its own skilling architecture with ADB support to curb youth migration, as about half the population is under 20 and roughly 60,000 join the workforce each year.
