MEF Faces Business Backlash Over Possible Cut to Vía Expresa Santa Rosa Funding

The CCL warns exclusion from the 2026 supplemental credit would jeopardize the project's start.

Overview

  • The Cámara de Comercio de Lima issued a formal warning Friday that the Ministry of Economy and Finance may exclude the Vía Expresa Santa Rosa from the 2026 supplemental credit, which the CCL says would put the road’s continuity at risk.
  • The project has approved environmental and engineering studies, adjudicated contracts, a selected contractor and about S/350 million already spent, but construction was scheduled to start in the second quarter of 2026 and now faces delay.
  • A March Contraloría review found a S/285 million funding gap for 2026 and the Ministry of Transport submitted a S/261.2 million supplemental request to the MEF to cover planned works including the Puente Santa Rosa.
  • Business leaders say halting the road would raise costs through reprogramming and contract disputes, harm airport operations and reduce Peru’s ability to attract trade, tourism and investment.
  • The Vía Expresa Santa Rosa is designed to link the new Jorge Chávez airport with Lima and the Port of Callao, so its fate will influence the success of broader efforts to position Peru as a regional logistics hub.
