Man Who Tried to Seize Children in Cardiff Park Given Indefinite Secure Hospital Order

The judge accepted medical reports advising psychiatric detention under mental health law.

Overview

  • Moynul Janu was sentenced Thursday to indefinite detention in a secure hospital under Section 37 of the Mental Health Act, which allows detention for treatment until doctors deem release safe.
  • He pleaded guilty in March to three counts of attempted child abduction linked to incidents in July 2025.
  • At Victoria Park’s splash pad in Cardiff, he told two mothers he was “grabbing the kids” and grabbed a four-year-old and a 16-month-old before they intervened.
  • After staff detained him at the park, police drove him to Cardiff city centre and released him, and the next day he tried to guess a door code to enter a Bridgend nursery with 17 children inside before officers arrested him nearby.
  • Two doctors reported he has bipolar affective disorder and needs secure treatment, and victim statements described lasting trauma, including a child waking at night saying “He is coming to get me.”
