Mamdani’s Office Runs Nearly 200‑Member Influencer Network for City Messaging

A Columbia-affiliated study says the practice could violate city record‑keeping rules by using an encrypted Signal group that mixes campaign-era supporters with official communications.

Overview

  • The Columbia/Tow Center mapping published Wednesday identified 189 influencers tied to City Hall and found group members report the private Signal chat contains more than 200 creators.
  • The Signal group, called NYC Creators Announcements, was formed out of the campaign-era Creators4Zohran list and is administered by Emilia Rowland, the mayor’s director of new media and cultural communications.
  • Members receive daily talking points, video clips, event invites and interview opportunities from City Hall while the group itself is described as unpaid by the mayor’s office.
  • City agencies separately hire influencers through marketing firms for paid campaigns, with city staff telling researchers payments in the range of $5,000 to $20,000 per campaign.
  • Reporters and critics say the mix of encrypted messaging, campaign‑origin creators and paid agency contracts raises transparency and public‑records concerns and has drawn sharply different coverage across outlets; City Hall has offered limited public answers so far.
