- Mayor Zohran Mamdani signed Intro. 0655 on Monday, Aug. 31, making roadway outdoor dining permanent and ending the prior Nov. 30–March 31 teardown requirement.
- The Department of Transportation will publish winterization and safety rules, open an online portal in early September for applications, and offer a $630 transition permit for existing operators to remain open after Nov. 30.
- Sanitation and safety requirements stay in force, including removable furniture, weekly floorboard checks, new penalties for trash, graffiti and vermin, and an 11 p.m. winter closing time for roadway cafes.
- Supporters say the law will lower repeated construction, storage and teardown costs that drove participation from roughly 12,000 at the pandemic peak to the low thousands, while critics warn of noise, traffic, parking loss and pest and public‑safety problems.
- The administration also placed a charter amendment on the Nov. 3 ballot that would shorten the outdoor dining permit review from about eight months to two months to encourage wider takeup.
