Maharashtra Halts Malad PAP Project, Orders ACS-Led Probe as Citywide Housing Audit Gets Underway

A 30-day review will test allegations of developers taking extra FSI/TDR without delivering mandated rehab housing.

Overview

  • Minister Madhuri Misal said a vigilance audit of Mumbai schemes under DCR 33(11) and 33(20)(b) will report in about 30 days.
  • She acknowledged cases where builders availed incentives but did not hand over PTC/PAP units, with stop-work notices already issued and possible criminal action signalled.
  • An Additional Chief Secretary will investigate the Malad PAP project and all work is paused during the inquiry.
  • Lawmakers cited BMC credit notes of nearly ₹470 crore and 100% TDR for the Malad developer despite no building plans on record, alongside a per‑unit cost rise to ₹50.98 lakh and alleged losses exceeding ₹600 crore.
  • Valor Estate Ltd, linked to the Malad contract, rejected the claims as baseless, said plans and clearances were submitted, and pledged cooperation with the probe.
