Madras High Court Records Tamil Nadu Order on Ending Police ‘Orderly System,’ Sets Four-Week Review

The state has created collector-led panels to enforce the abolition of domestic deployment of police.

Overview

  • Advocate General P. S. Raman placed a January 21 Government Order before the court creating five-member district committees to eradicate the orderly system.
  • The Division Bench of Justices S. M. Subramaniam and C. Kumarappan took the order on file, stressed monitoring, and adjourned the case for four weeks to assess implementation.
  • Each committee, chaired by the District Collector with DRO and AdSP-rank members, must ensure no personnel perform household or personal work and redeploy affected staff to regular duties.
  • Complaints may be lodged orally, in writing or electronically, with bi-monthly reports to the Home Secretary and periodic submissions due before the 10th day of every odd month.
  • In Chennai, Coimbatore and Madurai, Collectors can form multiple teams, and the Additional Chief Secretary, Home (Pol. VI), is empowered to launch departmental or disciplinary action on reported violations.
