Madlanga Commission Records WhatsApp, Video and Bank Evidence Linking Medicare24 to 'Cat' Matlala and Suspended EMPD Deputy Chief

The material now on record could trigger criminal charges or expose systemic failures in police procurement oversight.

Overview

  • Evidence leader Matthew Chaskalson placed WhatsApp chats, videos and bank records on the commission record on June 22–23 that investigators say show ties between Vusimuzi “Cat” Matlala, Medicare24 director Mike van Wyk and suspended Ekurhuleni deputy chief Julius Mkhwanazi.
  • Medicare24 CEO Mike van Wyk was hospitalised with severe panic attacks and did not testify; Justice Mbuyiseli Madlanga gave him until July 6 to file a supplementary affidavit and allowed the evidence to be admitted in his absence.
  • The commission showed a video of van Wyk holding bundles of cash and a WhatsApp clip of five white bricks branded ‘Prestige’ that investigators say matched cocaine samples held by the Forensic Science Laboratory while noting no direct chain linking the shown footage to a specific seizure.
  • Bank records shown to the inquiry include payments from Matlala-linked companies into Mkhwanazi’s account in 2022 that the evidence leader described as alleged gratification in exchange for favours such as approval for fitting blue and red lights, branding and informal memorandums of understanding.
  • The contested R360 million SAPS medical-services tender awarded to Medicare24 Tshwane District in 2024 is central to the probe and the commission’s findings could affect SAPS credibility, municipal procurement controls and potential criminal prosecutions.
