- Following Tuesday’s restart of hearings, Tshwane metro police chief Yolande Faro testified that she halted an irregular private security tender worth about R800 million and stopped unchecked ad hoc deployments.
- Deputy commissioner Sean Bolhuis told the commission that internal procurement systems were manipulated, citing purchase orders logged on 6 March 2025 for Gubis85 Solutions totaling R13,635,133.60 and site allocations issued by a junior inspector without authority.
- Evidence described a spike in ad hoc guard sites in January and February 2025 even after cancellations were ordered, while a 28 February 2025 letter extended Gubis85’s work and some payments were processed without invoices, according to emails before the inquiry.
- Faro acknowledged that several senior officers lack required State Security Agency clearances, and Bolhuis said the City of Tshwane still has no enforceable vetting policy, with some officials resisting full checks.
- Several officials are suspended as probes continue, including deputy chief Umashi Dhlamini, CFO Gareth Mnisi and inspector Lebogang Phiri, and the commission is working toward an interim report due 29 May and a final report due 31 August 2026.
