$LIBRA Investigation Uncovers Draft Davis–Milei LOI, Raising Questions Over Withheld Evidence

  • The forensic report indicates Novelli attempted to delete the draft before surrendering his device, and media reporting says prosecutor Eduardo Taiano received the material in November 2025 yet did not upload the underlying files to the court system, prompting complaints and a request from Judge Marcelo Martínez de Giorgi for the prosecutor’s position.
  • Investigators also found a January 5, 2025 invoice for US$250,000 from Tech Forum Argentina to Kelsier Ventures that specified payment via crypto to a wallet beginning “CivUA,” signed by Pía Novelli, with reporting linking that wallet to Novelli and partner Manuel Terrones Godoy.
  • Recovered documents include a November 21, 2024 offer from Kelsier Ventures for US$1,550,000 and a late-November draft contract via BVI Kelsier Holdings to support Cardano in Argentina with promised one‑on‑one meetings for CEO Charles Hoskinson, who later said the talks collapsed and accused intermediaries of pay‑for‑access demands.
  • Media accounts cite financial records showing a US$499,999 transfer to a virtual wallet at the time of Davis’s January 30, 2025 Casa Rosada meeting with Milei, while the president has publicly denied signing any document with Davis.
