Overview
- Senior officials chaired by Lieutenant Governor Taranjit Singh Sandhu and Chief Minister Rekha Gupta reviewed the Deregulation and Compliance Reduction programme on Wednesday, directing all agencies to complete remaining reforms by mid‑August.
- Phase I, launched in January 2025, is largely complete with 13 of 23 priority areas implemented, four rendered not applicable by new national labour codes, and six held up pending formal notifications tied to city planning rules.
- Phase II, started in January 2026, has accelerated: implemented reforms rose from three to nine, including removal of dual trade licences, relaxed shop rules, and faster electricity connections, while 17 other areas remain under active implementation.
- The draft Delhi Ease of Doing Business Bill, 2026, which covers 13 of 28 Phase II priority areas, has been finalised and circulated to 29 departments and is expected to be placed before the Cabinet within a week.
- Several critical zoning and building-rule changes — such as setbacks, floor‑area ratio, ground coverage and land‑use clarity — are still contingent on formal notification of the Master Plan for Delhi (MPD‑2041), a step that officials say will unlock the remaining technical reforms.
