L3Harris to Invest $1.27 Billion to Expand Virginia Rocket‑Motor Production

The move signals a push to secure a steadier U.S. supply of solid rocket motors.

Overview

  • L3Harris, which announced the plan Wednesday, will invest about $1.27 billion to build the Virginia Advanced Propulsion Facilities at its Orange County site.
  • The new complex will more than double the site’s manufacturing space and add over 350 jobs in five years, with work that includes propellant mixing, grinding, casting and final assembly.
  • The expansion follows a prior $1 billion U.S. government investment structured as a convertible preferred stake in L3Harris’ Missile Solutions unit, which the company plans to list in the second half of 2026.
  • Virginia is backing the project with more than $18 million in incentives, including $12.5 million and $500,000 from the Commonwealth’s Opportunity Fund and a $5 million performance-based grant, plus workforce training support.
  • L3Harris is also upgrading rocket‑motor sites in Camden, Arkansas and Huntsville, Alabama to lift output for Defense Department programs as buyers rebuild missile stockpiles.
