Khumalo Rejects State Capture Claims, Cites Hiring Freeze for Crime Intelligence Strain

The Crime Intelligence chief told MPs his arrest over a disputed appointment was not part of any bid to capture the state.

Overview

  • Testifying on Friday, Lt‑Gen Dumisani Khumalo denied that the 2024 appointment case that led to his arrest formed part of a state‑capture project, saying he was implementing Zondo recommendations.
  • He argued the charges stem from a selection‑panel process and resemble a grievance by unsuccessful candidates, and he described the arrests as disrupting the Political Killings Task Team and reforms in his division.
  • Khumalo said Police Minister Senzo Mchunu’s directive halting appointments and disbanding the PKTT has left four provinces without Crime Intelligence heads, stalled key cyber posts and forced staff to shoulder 24‑hour workloads.
  • Earlier this week, former acting commissioner Khomotso Phahlane testified that his 2017 removal was unlawful, maintained his innocence in procurement cases and noted his Labour Appeal Court bid to overturn his 2020 dismissal is pending.
  • The ad hoc committee continues scheduling witnesses including Robert McBride, Paul O’Sullivan, Julius Mkhwanazi and Oupa ‘Brown’ Mogotsi, with its reporting deadline extended to 20 February 2026.
