Kerala Reaffirms NPR Freeze, Issues Gazette Order Ahead of Census Push

The fresh order seeks to dispel speculation about an NPR alongside the next Census after new central allocations.

Overview

  • An extraordinary gazette dated February 5 restates that all NPR updation in Kerala has been suspended since December 20, 2019 and will not be implemented in the state.
  • The Chief Minister’s Office said the order was issued to remove confusion that the NPR could run together with the forthcoming nationwide headcount.
  • Days earlier, the Union Budget set aside Rs 6,000 crore for the Registrar General’s operations covering NPR and Census 2027, reviving debate over the exercise.
  • Prime Minister Narendra Modi described the Census and NPR as normal administrative activities in Parliament and faulted opposition parties for resistance.
  • Authorities have outlined Census planning with houselisting between April 1 and September 30, 2026 in state-chosen 30‑day windows, a 15‑day self-enumeration option, and population enumeration in February 2027 using digital tools including electronic caste data collection.
