Kenneally Inquiry Report Submitted to Cabinet Ahead of Publication

The report will set out whether police, clergy, politicians or sporting bodies delayed or obstructed justice, with possible implications for accountability.

Overview

  • The Commission of Investigation’s final report was sent to Cabinet and is due to be published on Tuesday, June 9, 2026, completing an inquiry begun in 2018.
  • The commission heard more than 5,000 pages of testimony across 10 public modules and received 31 books of documents as evidence in its probe.
  • Victims first raised concerns with gardaí in the 1980s and a complaint was recorded in 1987, but Kenneally’s home was not searched until 2012 and he was arrested in 2013.
  • Bill Kenneally was convicted in 2016 for the sexual abuse of 15 boys between 1979 and 1990 and is serving almost 19 years in prison; testimony and court records describe prolonged, violent and sadistic abuse, including stripping, handcuffs, beatings, alcohol, pornography and genital torture.
  • Survivors who waived anonymity pressed for the inquiry amid claims that Kenneally’s political family and clerical links delayed action, and the report may prompt further reviews or accountability steps for police, the Church and sporting bodies.
