Overview
- The Joint Parliamentary Committee, which began a three-day Gujarat visit on Tuesday, is scrutinising the Constitution (129th Amendment) Bill and the Union Territories Laws (Amendment) Bill through meetings with state officials, party delegations and civil society.
- JPC chair P. P. Chaudhary told reporters the panel estimates roughly Rs 7 lakh crore in national savings and a 1.5–1.6% GDP boost from synchronised Lok Sabha, assembly and local‑body polls and asked Gujarat’s chief secretary to submit a detailed departmental report as a template for other states.
- State leaders from the ruling BJP endorsed simultaneous polls and highlighted administrative savings and reduced man‑hours, while Congress and other opposition figures warned the change would centralise power, weaken state autonomy and create logistical and voter‑confusion risks.
- The committee said it has sought views from senior jurists and former chief justices and is open to amending the bills with procedural safeguards such as a clear definition of ‘remainder of term’, limits on mid‑term polls and models like a constructive no‑confidence mechanism.
- If adopted, synchronised elections would shift large blocks of election work away from routine governance—freeing officials, teachers and security forces for other duties—and could free funds for infrastructure and welfare, but significant legal, logistical and implementation hurdles remain before Parliament receives the JPC’s recommendations.
