Johannesburg Council Installs First Deputy Mayor as No-Confidence Bid Against Morero Collapses

A no-show by the motion’s proposer, after weeks of legal consultation over voting rules, keeps the ANC-led administration intact.

Overview

  • Loyiso Masuku, the finance MMC, was elected unopposed as Johannesburg’s first deputy mayor with backing from the ANC, the Patriotic Alliance, Al Jama-ah and other partners, while the DA stayed away.
  • The motion to remove Mayor Dada Morero, brought by Al Jama-ah and other minority parties, had been delayed as the speaker sought legal advice following a request for a secret ballot.
  • Speaker Margaret Sheron Arnolds declared the motion nonexistent when ATM councillor Lubabalo Cecil Magwentshu, cited as the proposer, was absent and no seconder was available.
  • Morero remains mayor and both the mayor and newly created deputy mayor posts are now held by the ANC.
  • EFF leaders have warned they could vote against the ANC in council matters after recent friction in Ekurhuleni, highlighting fragile coalition dynamics in Gauteng.
