J&K Sets Capex Ceilings, BEAMS Upload Deadline of April 21

The move aims to speed project starts through early fund authorization.

  • Jammu and Kashmir’s Finance Department set capital spending limits for 2026–27 and ordered departments to upload approved works to the BEAMS portal by April 21 to trigger a 50% fund release.
  • District development commissioners must finalize plans with elected representatives, allocate at least 70% of capital funds to ongoing works, and target completion of new projects within two years, with only large projects allowed up to three.
  • Capital funds cannot be shifted to routine operating costs, and all Centrally Sponsored Schemes and NABARD projects must show both central and UT shares on BEAMS for full transparency.
  • A separate order authorized 50% of revenue-budget heads and moved power purchase payments to a monthly schedule at one‑twelfth of the annual budget, with PDD issuing online bills and DDOs crediting payments to Major Head 0801 through JKPaySay.
  • Release of the next 50% depends on clearing electricity and water dues, installing meters in government offices, and DDO certificates, with tighter limits on travel and other discretionary costs to protect capital spending.
