J&K Pushes GIS-Led Road Safety Overhaul After 20,000 Crashes Logged

The chief secretary ordered a time-bound plan to remove identified black spots under Supreme Court road-safety directions.

Overview

  • Since the i-RAD portal went live in June 2022, Jammu and Kashmir has recorded 20,135 road accidents causing 3,688 deaths and 29,131 injuries.
  • Accidents and fatalities are concentrated on major highways, particularly in the districts of Jammu, Kathua, Udhampur and Rajouri.
  • Data show most crashes occur between 3 pm and 9 pm, with rash driving and over-speeding responsible for nearly half of incidents reported in 2025.
  • Traffic Police issued 1,236,380 e-challans in 2023, 1,503,901 in 2024 and 1,492,591 in 2025, collecting fines of Rs 85.16 crore, Rs 120.09 crore and Rs 145.12 crore, alongside 2025 actions that included thousands of vehicle seizures, licence suspensions and registrations cancelled.
  • Agencies including PWD, NHAI, NHIDCL, BRO and SAMPARK were tasked to report on black-spot removal as the meeting reviewed ITMS and ILTS camera coverage, trauma care along highways and improvements to driver training and vehicle certification.
