Jalisco Keeps 14-Peso Transit Fare as IEPC Starts Validation of Citizen Petitions

Election officials have begun a process that could trigger binding votes within 60 to 90 days.

Overview

  • Governor Pablo Lemus says the 14-peso tariff set by the Comisión Tarifaria cannot be reversed by the executive, while the state will subsidize rides to 11 pesos and 5 pesos for students via the new Tarjeta Única.
  • The IEPC received a plebiscite request challenging the subsidy’s conditioning on use of the card, backed by 5,900 digital signatures and subject to INE verification if it meets formal requirements.
  • A separate referendum request on the fare increase arrived with 14,873 digital signatures plus about 554 paper sheets, with a vote required within 90 days of approval and results binding at 33% turnout.
  • The card is operated by Broxel; the state reports roughly 30,000 cards issued, about 300,000 registrations, and a monthly cost of 5.45 pesos per active card per service to the treasury.
  • Senator Carlos Lomelí says he will file an amparo in federal court, alleging the model benefits private interests, risks a 600–800 million peso funding gap, and could force cash payers to spend more if no change is provided.
