Jacksonville Releases Council President’s Subpoena Response After 100-Day Records Fight

Released files show explicit texts about a planned JEA board nomination and raise fresh questions about transparency and ongoing prosecutions.

Overview

  • The city provided roughly 1,000 pages of documents to local newsrooms after more than 100 days of public-records requests and legal pressure, with the cost to access the files cut from about $3,976 to roughly $220.
  • The records include explicit Jan. 20 texts in which Council President Kevin Carrico told the nominee “You ready to play the game?” and messages describing the appointment as a “favor,” details that prompted a February subpoena to Carrico.
  • Journalists who reviewed the materials say the documents show close back-channel ties between Carrico, former JEA staff and former Mayor Lenny Curry, but they found little documentary proof in the released pages to back Carrico’s public claims of a toxic or racist JEA workplace.
  • City lawyers redacted portions of the release and have not provided a detailed redaction log, while Carrico’s attorney argues some personal messages included in the subpoena response are not public records under Florida law.
  • State Attorney Melissa Nelson’s office continues active subpoenas into JEA and related communications, and a City Council special investigatory committee is expected to finish its review of JEA matters later in June.
