Italy’s Audit Court Flags Mild PNRR Delays as Local Bodies Outpace Regions

The August 2025 snapshot points to schedule risks near looming deadlines.

  • The audit notes mild delays for about half of projects, while indicating a recovery trend as implementers accelerate toward target dates.
  • Municipalities, metropolitan cities and provinces have committed about 70% of their allocations, compared with 43.7% for regions.
  • On spending, local authorities show higher execution rates—31.5% for municipalities, 31.2% for metropolitan cities and 38.6% for provinces—versus 25.5% for regions, with €15.1 billion paid against €11.9 billion received indicating roughly €3.2 billion advanced by implementers.
