- From January 1, 2026, Law 106/2025 updates the long-standing Law 104, expanding workplace protections for people with disabilities and caregivers.
- Eligible employees gain 10 additional paid hours per year for medical visits, diagnostic exams and therapies, also covering parents of minor children with at least 74% disability.
- The reform creates an extraordinary leave of up to 24 months with job protection, but reports conflict on whether it includes pay and contributions, and INPS is expected to clarify.
- Access to new permits and leave will require electronic medical certification submitted through the Sistema Tessera Sanitaria to streamline procedures.
- Workers returning from the leave receive preferential access to smart working where duties allow, and some self-employed will be able to suspend activity for up to 300 days while keeping their social security position active.
