Italy Approves New GP Contract With Pay Rise, Arrears Payout and Community-Care Push

The deal channels fresh money to raise pay, clear arrears, integrate family doctors into community-based services.

Overview

  • The State–Regions Conference gave final approval on January 15 to the 2022–2024 national agreement for more than 60,000 general practice and other convenzionato doctors.
  • About €300 million per year is allocated for salary increases, delivering an average uplift of roughly 5.8 percent for physicians.
  • The agreement settles 2022–2024 arrears, including €150 million in social-security contributions referenced to 2024 and 2025.
  • New incentives and a dedicated fund support Aggregazioni funzionali territoriali and voluntary work within Case di Comunità to speed the PNRR territorial-care rollout.
  • Regions now must issue implementation guidance and reopen talks for the 2025–2027 contract, as a Forza Italia bill proposes ending incompatibility rules to allow paid extra hours across settings.
