Israel Orders Criminal Probes After Military Admits It Fired on Car Carrying Hind Rajab

Rights groups view the IDF probes as unlikely to yield convictions.

Overview

  • The Israel Defense Forces announced on Wednesday, Aug. 19 that military prosecutors have opened criminal investigations into the January 2024 killing of five-year-old Hind Rajab and the March 2025 killing of 15 Palestinians in Rafah.
  • The IDF for the first time acknowledged it fired on the family vehicle carrying Hind and said a coordinated ambulance was later struck, killing two Palestinian Red Crescent paramedics whose bodies and those of Hind and relatives were recovered 12 days after the attack.
  • In the Rafah case the military said troops shot at multiple emergency vehicles, later crushed the damaged vehicles and covered the bodies, and that some of those killed were alleged to have links to Hamas, prompting the criminal referral.
  • Military prosecutors decided there was no reasonable suspicion of criminal conduct in three other high-profile aid-worker deaths, including the April 2024 World Central Kitchen convoy strike, while imposing limited disciplinary measures for operational failures.
  • Victims’ advocates have pursued foreign legal routes such as a Hind Rajab Foundation complaint filed in India and rights groups warn that Israel’s record of internal probes rarely leads to convictions, which could increase pressure for independent international inquiries.
