Overview
- At the Madlanga Commission on Friday, IPID’s Thulani Magagula said EMPD had sufficient material to act over the alleged February 2023 Putfontein truck theft but no internal process has been finalised.
- SABC reporting from the hearing records Magagula’s evidence that SAPS initially refused to open a case because the truck was seen escorted by EMPD, after which EMPD asked IPID to assist in registering it.
- Magagula disputed the City of Ekurhuleni’s claim it was unaware of a 2022 Benoni cigarette theft case involving three EMPD officers, saying he effected the arrests at EMPD offices before the matter was provisionally withdrawn.
- Earlier testimony by IPID investigator Nomsa Masuku detailed obstacles in the Mbense murder probe, including SAPS initially registering an inquest and the inability to trace EMPD vehicles because they lack automatic tracking.
- Masuku also recounted threats and killings that hampered the investigation, and media reports confirm IPID has completed the Mbense case and handed the docket to the National Prosecuting Authority.
