Overview
- The IOC Executive Board voted to lift the ROC's disqualification on Tuesday after its Commission on Legal Affairs concluded the Russian committee no longer lists regional organisations on territory under Ukraine’s NOC.
- The committee said the reinstatement removes prior IOC participation recommendations for Russian athletes but keeps anti-doping requirements in force for any athletes returning to international competition.
- The IOC also declared it will not hold IOC events in Russia or invite Russian government officials and said decisions on use of the Russian flag, anthem, or other identifiers at future Games will be taken later.
- The National Olympic Committee of Ukraine issued a formal protest calling the IOC decision premature and unjustified, saying evidence shows Russian and affiliated sports structures continue activity that violates Ukraine’s territorial jurisdiction.
- The move follows the ROC’s October 12, 2023 disqualification for territorial breaches and occurs against ongoing WADA concerns, rising pressure on international federations, and likely diplomatic and sponsor scrutiny that could shape which competitions Russian athletes may enter next.
