India Sets Digital-First 2027 Census in Motion With Nationwide Training and New Location Codes

A five-tier cascade will prepare 3.2 million personnel for mobile-based data collection with strict privacy and neutrality standards.

Overview

  • Official circulars formalise a mobile app–based operation with Self-Enumeration and central CMMS and HLBC portals enabling real-time monitoring and data transmission.
  • Training runs nationwide from April to September 2026, with Level-1 completed for 100 national trainers who will seed 2,000 master trainers and 45,000 field trainers to ready roughly three million enumerators and supervisors.
  • Attendance, progress and delivery quality will be tracked through CMMS, with standardised batch sizes, venue requirements for electricity, internet and audiovisual tools, and materials issued in 16 languages.
  • The house-listing operation begins April 1, 2026 for 30-day field windows to record housing conditions, assets and amenities ahead of population enumeration starting February 1, 2027 and expected to conclude by March 1, 2027.
  • A new location-coding system assigns unique numeric identifiers from state to enumeration block, numbers urban wards sequentially from 0001, and links outgrowths to parent units for consistent digital mapping.
