India Mandates Retail Price on Every Pan Masala Pack From February 2026

The Consumer Affairs Department says requiring full labels on even the smallest pouches will improve price transparency to support RSP-based GST enforcement.

Overview

  • The Legal Metrology (Packaged Commodities) Second (Amendment) Rules, 2025 were notified via G.S.R. 881(E) by Joint Secretary Anupam Mishra, making RSP and all statutory declarations compulsory on all pan masala packs.
  • The rules take effect on February 1, 2026, and require manufacturers, packers and importers to ensure full compliance by that date.
  • A prior carve-out for very small packs is withdrawn, bringing pouches of 10 grams or less under the same labeling requirements as larger units.
  • The amendment replaces the earlier proviso under Rule 26(a) with a proviso specific to pan masala to remove ambiguity in labeling obligations.
  • Authorities say the uniform display of RSP will strengthen consumer protection and enable proper assessment and enforcement of the GST Council’s RSP-based levy across all pack sizes.
