India Confirms Two-Phase Digital Census 2027 as Phase I Questions Are Notified

The move sets the stage for a 3‑million‑worker, ₹11,718‑crore operation that will also restore caste enumeration.

Overview

  • Houselisting and Housing Census runs from April to September 2026, followed by Population Enumeration in February 2027.
  • The notified Phase I form captures housing conditions, amenities, assets, and records the head of household’s sex as male, female or transgender.
  • Phase II questionnaires, including the caste instrument, will be finalized and issued closer to the individual enumeration window.
  • India’s first fully digital census will deploy mobile apps, digital mapping, a self‑enumeration portal, and a central CMMS with built‑in validation and supervisory checks.
  • The government plans roughly 30 lakh enumerators and supervisors with extensive training, backed by ₹11,718 crore and data‑security measures across devices, transmission and servers.
