Illinois Panel Urges Local Probes of Federal Agents Over Operation Midway Blitz

The move puts the onus for any charges on local prosecutors.

Overview

  • The Illinois Accountability Commission, which released its 204-page final report Thursday, referred evidence to Cook County prosecutors and several Chicago-area police departments to spur criminal investigations of ICE and Border Patrol agents.
  • The panel said agents used unjustified force, conducted dangerous chases and fired chemical rounds, and it cited two shootings including the killing of Silverio Villegas González and the wounding of teacher Marimar Martinez by named agent Charles Exum.
  • The Cook County State’s Attorney’s Office said it can file charges only after receiving a completed law‑enforcement investigation and reported it has not received one, with a judge expected to rule May 11 on a bid to appoint a special prosecutor.
  • Investigators compiled more than 100 hours of video, agent texts and sworn statements and held over 60 interviews, but they lacked subpoena power and could not compel federal cooperation.
  • The report also calls for reforms that include banning roving patrols, requiring body cameras, ending paramilitary tactics, prohibiting warrantless civil arrests and barring agents from hiding their identities.
