IGAE Flags Irregularities in 11 Adif and Roads Contracts in Report to National Court

The finance ministry’s audit provides fresh administrative evidence for the ongoing ‘caso Koldo’ investigation at the Audiencia Nacional.

  • The audit states that decisive scoring relied on subjective “juicios de valor,” making it unlikely that lower-priced offers could overturn the ranking based on price alone.
  • For Murcia’s Barriomar–Nonduermas works, the IGAE says a modification should have been rejected and the contract resolved as the price rose to €190.1 million before VAT, and a related Murcia station job was improperly split off to stay under the 20% cap.
  • Similar objections are raised for Sant Feliu and the Pulpí–Vera stretch of the MurciaAlmería high-speed line, and the IGAE also questions emergency or independent processing in projects such as Monforte–Lugo and contracts involving ASCH and LIC.
