Overview
- ICAC, which announced the move Monday, will open public hearings on May 11 under Operation Navarra and expects them to run about four weeks.
- The inquiry names former chief executive Gail Connolly along with senior staff Angela Jones-Blayney and Roxanne Thornton as subjects of the probe.
- Allegations under examination include misuse of council systems to conduct electronic surveillance of staff and a councillor for personal gain, to help associates, or as reprisal.
- Investigators will also look at claims of subverted hiring and promotion processes, misuse of public funds through deeds of release, and improper disclosure of confidential information to third parties.
- Connolly says she has not acted inappropriately and welcomes the chance to set out the facts, as the probe follows a July 2025 raid on council offices and her October 2025 dismissal.
