House Panel Advances Bipartisan Housing Bill in 50-1 Vote

The plan emphasizes program updates and regulatory relief to speed construction.

Overview

  • Backed 50-1 by the House Financial Services Committee, the Housing for the 21st Century Act is led by Reps. French Hill, Maxine Waters, Mike Flood and Emanuel Cleaver, with Rep. Ralph Norman the lone no vote.
  • The package would overhaul the HOME Investment Partnerships Program to modernize roughly $1.25 billion in annual block grants and give states and cities greater flexibility, including relief from some federal reviews.
  • The bill directs HUD to update codes for modular and manufactured housing and to promote single-stair 'point-access' buildings, with an adopted amendment raising the permitted height from five to six stories.
  • Advanced as the House alternative after the Senate’s ROAD to Housing Act was dropped from the NDAA, the measure omits several Senate provisions on CDBG incentives, building near transit, homelessness, VA loans and opportunity zones.
  • The committee also unanimously approved a separate extension of the National Flood Insurance Program through Sept. 30, 2026, and a House floor vote on the housing package is anticipated in early 2026.
